Best of Three is a Creation Club Community Quest officially added to Fallout 4 as part of its "Next-Gen" Update. This side quest will have you on the trail of a group of Vault 95 Gunners and their discovery of a Tesla Cannon somewhere in the Glowing Sea.
Where to Start Best of Three
Like all Community Quests added as part of the Next-Gen Update, you'll automatically start these quests upon loading any existing save file, or once you leave Vault 111 on a new Character. Due to the nature of the quest taking you in and around the Glowing Sea, the level of enemies and intense radiation within, it's recommended that you be at least level 20 before undertaking this quest, and have a suit of Power Armor.

The quest will begin by tuning into a Vault-Tec Distress Signal. The broadcast is a short automated call that repeats itself, with a man calling for help. This will pinpoint a location on your map just outside the Edge of the Glowing Sea in the southwest quadrant of the Commonwealth, and you'll find it to the east of Vault 95 over by the Somervile Place Settlement.
Note that although the quest features a group of Vault 95 Gunners, you won't need to attack Vault 95 itself, and can give it a wide berth if there is too much firepower guarding the area.
You'll find the signal is coming from the edge of some marshlands that border the Glowing Sea, and you may even have to tangle with a Deathclaw in the area, so be on your guard!
The signal comes from a body of a dead Vault 95 Gunner, and holds a holotape. The tape includes instructions on a Pip-Boy hacking software to allow you access to files found on many of the Vault 95 Gunners who have gained the Vault Tec equipment.
With this holotape used, hover over the body of the Gunner, and you'll now see a tooltip option to "Download Pip-Boy Data". What you'll get is mostly corrupted data that can't be accessed, so instead look for a file with a date on it. You can read a story about a group of Gunners figured out they could use the Pip-Boys to track each other during missions into the Glowing Sea, and a distress signal will now activate to the next Pip-Boy.
Investigate the First Gunner Pip-Boy Coordinates
The map will now update with a new tracker leading into the Glowing Sea itself, so at this point you'll want to be sure you're stocked up on RadAway, Rad-X, and either a full suit of Power Armor or Radiation Suit to mitigate the effects.
Head due west from the first body to enter the Glowing Sea, and keep moving through the hostile environment until you come upon the Hopesmarch Pentecostal Church, which is mostly buried into the ground.

Approach the gaps in the roof carefully to look down, as you'll likely find a huge horde of Feral Ghouls down below - which is a great time to use a Heavy Incinerator or other big weapon to explode them all while you stay above.
Once the coast is clear, drop down into the church, and you'll find another dead Vault 95 Gunner. Like before, there will be one entry you can read that continues the story of the group, with more mentions of a specific nerdy recruit, Caroni.
Investigate the Second Gunner Pip-Boy Coordinates
The next signal will appear after hacking the Pip-Boy, and it will appear quite close, just to the southeast of the church, which you can leave by way of the belfry tower.
Head in the direction of the signal, and you'll stumble across Relay Tower 0DB-521, which thankfully is often pretty deserted compared to the church.
Another Vault 95 Gunner body lies by a terminal, and you can download his Pip-Boy Data like the rest to read more about Caroni and the Gunner Squad, who encountered a Pre-War Weapon of great power. Caroni was apparently able to repair and power up the weapon, and used it to ward off monstrosities in the Glowing Sea.
Unfortunately, reading this entry will cause the Gunner's body to explode as Bloatflies swarm out of his remains, and you'll need to quickly backpedal and then open fire on the swarm before they can surround you.
After they are dead, you'll find a new signal is now being broadcast on the neaby radio. Tune into the Gunner Signal Remnant, and you can start tracking its origin.

Follow the Gunner Signal Remnant
The signal will start growing stronger as you travel to the southwest, and you'll find that it leads directly to the broken airplane known as Skylanes Flight 1665.
Be prepared to deal with assorted Radscorpions and Bloodbugs as you make your way to the downed aircraft, but you should find the wreckage itself abandoned.
Once you get fairly close to the signal, you may start seeings signs of a battle: large spots of Burning Ash Piles just past the tail end of the plane, all filled with Gunner outfits...
Look in a cabin section of the plane nearby, and you should find one intact Vault 95 Gunner body between a few rows of airline seats. Hack the Pip-Boy on the body, and you can read about the tragic end to their story, as Caroni returned to attack his former allies.
Right after you finish reading the entry, you'll be ambushed by Caroni himself! While he might not be high level or too well-armored, the Tesla Cannon he carries packs a huge punch! Try and take cover behind the aircraft wreckage, and pop out to unload on him with concentrated VATS fire before he can electrocute you, or you'll find yourself taking a lot of damage in a short period.
Once Caroni is finally defeated, you can loot his body to gain the Tesla Cannon which fires huge blasts of electrical energy with some amazing damage output. You can also hack Caroni's Pip-Boy to read one last ominous message, and the quest will be complete.
